| From the beginning of the construction of wind power projects in 1986, the initial cost is given mainly consideration to cost management, ignoring the middle and late costs, such as operation, maintenance and scrap costs, thus resulted that when evaluating the economic benefits from the perspective of life cycle, the costs are more than expected or project scraped because of the late cost. Therefore, the costs of various stages are given consideration to cost management of wind power projects from the point of the whole project life based on the theory of life cycle cost management, such as design, purchase, operation, maintenance, scrap, etc, it can reduce investment risk, improve the overall economic benefits of the project and bring the total project optimal cost.Firstly, this paper introduces the research background and significance of the life cycle cost management of wind power project, the life-cycle cost management theory which suits for China’s wind power projects is choose through summed up and practice combined with current research. Secondly, the composition of wind power project is decomposed step by step, the cost is divided into initial investment cost, operation cost and maintenance cost, fault punishment cost and scrap cost, the estimation model is also built to quantify the costs. Thirdly, according to the wind power projects decomposition level and principles of cost control, the cost control measures of every stage are put forward. Finally, the case of wind turbines selection proves the superiority of the life cycle cost management in the wind power cost management.The theory of whole life cycle cost management is introduced into the actual work of China’s wind power project cost management, the impact factors and sensitivity analyses can know all kinds of Chinese wind problems of electric project cost control, the cost control measures of each stage have an important significance to the wind power cost control through the analysis of the reasons. |
