Research On Environmental Impact Assessment For The Engineering Of Special Car Modification

A vehicle conversion company located in Luyuan, Changchun.It is a private enterprisespecialized in all kinds of special vehicle production setting of car design, manufacturing,research and development. It is the largest production base for special vehicle modification inChina. To further enhance the competitiveness of enterprises and to adapt to changes in themarket and demand for technology products upgrades, the special vehicle modification by12000/year construction project was proposed. To this end, the car modification companylevied industrial land by142503m2, new production plant, office building and thecorresponding ancillary facilities in Luyuan, Changchun. Existing projects will be moved tothe new plant, in order to meet the space and equipment needs of company’s special vehiclemodification projects and produce economic benefits as soon as possible. After the project iscompleted, sales and profits will be further improved, financial taxes will be increased andtheir competitive strength will be constantly enhance. It will create favorable conditions forthe healthy and rapid development for the enterprise.This is a new construction project, according to the "law" PRC Environmental ImpactAssessment and the "construction project environmental protection management regulations"(State Council Decree No.253rd) regulations, the projects require an environmental impactassessment, from environmental protection angle argument of the existence of the project’senvironmental problems, puts forward the strategies and measures to prevent or reduce themaximum the pollution of the environment. In this study, actively cooperate with and assistthe construction units, the construction project site survey, the project site and surroundingarea, meteorological, hydrological and pollution of the society conducted a survey analysis,and collect the information about the domestic and foreign similar project, based oninformation provided in the data on construction projects and construction units are analyzedin detail. Lastly, according to the relevant state construction project environmental impactassessment regulations and technical specification, analysis and evaluation of the impact of construction projects on the environment of.The results show that: the construction project conforms to the national industrial policyand the site selection is reasonable; In line with the requirements of cleaner production;construction of the project meet the requirements of discharge standards. The overallefficiency is significant and the public agreed the project. Under the premise of the pollutioncontrol measures, the impact of emissions on the regional environment is within the range ofacceptable levels. Therefore, the construction project is feasible from an environmental view.
