Applied Studies Of Project Management For Housing Expropriation On State-owned Land

In recent years, China’s economic structure has been adjusted, social wealth hasbeen accumulated, more and more people choose to live in the city, promoting thedevelopment of China’s urbanization. The speed of China’s urban construction isaccelerating and the scale of China’s urban construction is bigger. Because the area ofland is limited, the state must take advantage of the land in the best way to satisfy theneeds of urbanization. Thus, the reconstruction of the old town and the expropriationof houses are not only the indispensable key link of urban construction,but also thefocus of our society. The promulgation and implementation of Regulations on theExpropriation of Houses on State-owned Land and Compensation Therefor fromJanuary2011marking the ‘dismantlement of house’ was replaced by the‘expropriation of house’, government becomes the main body of expropriating housesand is responsible for the specific work. As the basic work of urban construction,theimportance of expropriation of houses is becoming more and more obvious.Expropriation of houses involves balance of interest, social stability and many otherquestions, drawn wide attention of all social sectors.Project management is defined as a series of activities that the project managersto achieve specific goals make use of the systematic management method under theconstraint of resources and time. Housing expropriation project belongs to the field ofengineering project, so the relevant theories of project management can be introducedinto the housing expropriation management, to improve the management efficiencyand benefits. The thesis based on the analysis of the theory of projectmanagement, taking combination research methods of literature research and casestudy. The research object of this paper is the housing expropriation projectmanagement of the PengHu land of Women’s prison district in ChangChun.Furthermore, discussed the issue of construction agent system management of the public welfare urban housing demolition.The paper is divided into five chapters. The first chapter is about thedevelopment process and research direction of the project management from homeand abroad. The second chapter discusses the similarity and difference betweenhousing expropriation project and other project managements by compiling the relatedtheory of the project, project management, housing expropriation project, whichdefines the category of housing expropriation project management. The third chapterdescribes the current work of the house expropriation project, discusses the problemsexisting in the current project management, as well as the causes of theseproblems. According to the third chapter, the fourth chapter designs the systemframework of housing expropriation management on state-owned land, including fourfactors: scope management, time management, cost management and riskmanagement. The five chapter introduces the background of the housingexpropriation project, and put forward many constructive suggestion from theperspective of scope management, cost saving et al..
