| In recent years, in order to meet pressing needs of promoting social progress and economic development, shortening interregional time-space distance and improving people’s transit service levels, China continues to accelerate the pace of development of expressway construction. The expressway construction experience shows that land expropriation, removal and resettlement is an important link in the construction of expressway, doing the task well is the basic precondition for successful freeway construction. Evaluating the objective impact of land expropriation, removal and resettlement for freeway construction scientifically on residents along the expressway not only can help to find out its problem, but also can provide decision-making basis for relevant government departments. What’s more, this evaluating also has positive impact on maintaining the legitimate interests of the masses and ensuring social harmony and stability and so on. Therefore, this study on influence evaluation of land expropriation, removal and resettlement for expressway construction has important practical significance.Firstly, the advantages, features, basic principle and application steps of Analytical Hierarchy Process (AHP) are first given." Secondly, the connotation and scope of expressway construction land are expounded; the obtaining manners of freeway construction land are analyzed; the characteristics of expressway construction land and The relationships between freeway construction and land acquisition, removal and resettlement are interpreted. Thirdly, the scopes, main contents and principles for selecting evaluation factors of influence evaluation of land expropriation, removal and resettlement for expressway construction are analyzed; the impact assessment index system of land requisition and resettlement for highway construction including 3 second-grade indices and 10 third-grade indices is built, and the quantitative methods of 10 third-grade indexes are proposed in detail. Then, a influence evaluation model of land expropriation, removal and resettlement for expressway construction based on AHP is established. Finally, a case study on the scheme of land expropriation and removal, resettlement for the second expressway Line between Chengdu and Chongqing is given; the applications show that the proposed model is more practical.Through this stud, the characteristics of expressway construction land, the relationships between freeway construction and land acquisition, removal and resettlement are got. A practical impact assessment method of land expropriation, removal and resettlement for expressway construction is proposed. The achievements of this paper study have a certain guiding function on the scientific examination and approval of land expropriation, removal and resettlement for expressway construction, and lay a certain theoretical method for perfecting the impact assessment theory system of land expropriation, removal and resettlement for expressway construction. |
