The acceleration of the global economics’ integration results in the huge demand of transportation. The communication at sea is getting more and more busy. With the growing of shipping industry, the navigation environment is worsening, especially in coastal and harbor waters. Ship’s piloting work mainly takes narrow waters at harbor or in fairway as the working condition. The worsening of the navigation environment has tremendously influenced the safety of ship’s piloting. Therefore, it is necessary to assess the safety of the piloting environment.In the middle1990s, accepting the suggestion from MSC, IMO applies formal safety assessment which is shortened for FSA, put its method and concept into marine transportation and requests its member state to actively develop the applied research from the point of ship’s safety. In terms of the assessing steps adopted, compared with other means, FSA is more standardized and reasonable. By comparison with other similar method, FSA can not only analyze the accidents’factor afterward, but also find out the factors which are causing accidents previously. Thus FSA is a standardized safety assessment both previous and after the accident.Ningbo Port is the important component of the Shanghai International Shipping Center. According to the mode of FSA, this paper, focus on the assessment to the piloting condition in Ningbo Port, does a series of applied research on the safety of ship’s piloting environment. On the basis of comprehensive analysis on the piloting condition in Ningbo Port. This paper refers to the corresponding information, determines the evaluation factor system including, visibility, wind, current, the width and curvature of fairway, hazard distance, traffic density and navigation condition, collects the objective assessment from the pilots and experts in Ningbo Port, makes sure the weight of each evaluation factor by calculating, sets up the mode to assess pilot condition in Ningbo Port by the application to fuzzy mathematics. By the abovementioned way, it will form the safety assessment to piloting condition and find out the pilot condition’s weakness in Ningbo Port and then put forward the suggestion to improve navigation environment and reduce the risk of piloting work. This paper will be a scientific reference for the marine management to improve the controllability of navigation and perfect the navigation condition in coastal waters.
