With the development of global economy, the offshore commerce between China and other countries became increasingly frequent. According to data from the Tianjin MSA (Maritime Safety Administration), in terms of the first three quarters of2013alone, the number of the ships that enter and exit the Tianjin area reached266142. China is a big coastal country, whose coastal shoreline length is up to18000kilometers and ranks NO.4in the world, tens of thousands of merchant ships, passenger ships, fishing boats that engaged in fishing and engineering ships sail in our water every day. At the same time, because the environment of sea is different from land, immeasurable loss will be suffered once sea accident happen, therefore in order to reduce the economic loss of the sea accidents and protect the safety of employees, a powerful maritime rescue system must be built.For this reason, the Ministry of Transport in our country founded North China Sea Rescue Bureau、East China Sea Rescue Bureau and South China Sea Rescue Bureau in June2003along the coast of our country. However, the complicated sea environment bring great obstacles to salvage and towing work, such as the wind, flow and waves will affect rescue work greatly. On receiving the distress message, the existing rescue emergency command organization will firstly mobilize the ships near the incident water to carry out rescue. However, the ships near the incident water can not meet the requirements of towing, sometimes, due to insufficient estimate of the environment, the dispatched ships will suffer inadequate power and towing force phenomenon and delay rescue time.In this paper, on account of the existing rescue power, taking the method of field investigation and multifaceted understanding, analyzing the existing problems in current rescue process, utilizing visual programming software to develop this platform and then solving the existing problems.This platform is developed by the background of North China Sea Rescue Bureau of Ministry of Transport, database by SQL Server2008, utilizing Visual c++software to develop "Platform Development of Optimizing the Plan for Towing the Vessel Not Under Command". On receiving the rescue information from the ship in distress, this platform will match all rescue power, considering the environment such as wind, flow and wave at that time, and then provide the optimal scheme to rescue ship in distress. Compared to the previous rescue scheme, this platform will provide more accurate and fast scheme and play a supplementary role for salvage work. Through field investigation, this platform has received recognition from the rescue base and can effectively solve the problems that exist in the rescue.
