With the advance of national "Yellow River Delta High-Efficiency Economic Zone" and " Shandong Peninsula Maritime Economic Zone" strategy, which becomes an important method to promote the regional economic growth of Binzhou. Binzhou could seize the opportunity and get a rapid developing economic in recent years. Port construction and industrial cluster in coastal area would become a more powerful force to to stimulate growth of economy.Binzhou Port is located on the Yellow River Delta hinterland in the west coast of Bohai Gulf. Its main harbor area is located in Taoerhe River, which is an estuary of the northern part of Shandong province. Because of the complex waters and special location, shipping density has a rapid growth until2013, additionlly, the danger of accidents have occurred increasingly. In order to avoid the danger, local government, maritime department and port enterprises has made an effort on port security by a lot of manpower and resources.However, the whole study of traffic safety of Binzhou port is waiting for carrying out. This essay is focus on the the risk grade of traffic safety of Binzhou port with the analysis of the existing natural condition and related navigation elements by using fuzzy mathematical theory. It puts forword proposals to guarantee the port navigation safety and to improve operating efficiency in ensuring the safety risk is acceptable.This conclusion is providing theory references for the planning of Binzhou port. It will improve operation efficiency and waterborne traffic safety supervision of this port, which has a practical significance on the waterborne traffic safety.
