Court Architectural Design Quality Management

The court building plays an irreplaceable role in daily life as a final carrier of socialist legal construction. The construction of democracy and law in China leads to the increase of people’s law consciousness and rapid growth for all kinds of civil suits. The number of court buildings cannot meet the needs of daily hearing. At the same time, a large number of existing trial courts need to be improved for their functional use for better efficiency. There are a lot of things need to do for court renovation and expansion from aspects of project management and architectural design challenge.From research and practice of the court buildings in China and international, especially focus on projects of Beijing during2000-2014,also based on quality management and scope management theory,the paper is aimed to summarize essential factors of court design. The object is to give solution for operation standard and template to quality management of court architecture design. To achieve this, I also use WBS to decompose and analysis the key influence factors of the quality design and provides the following four aspects in the paper:1. through the court architecture design quality management documents and real court engineering design management case summarize four major elements of deliverables, find the factors affect the court building design management. In reference to the general design of five stage management, three deepening cycle basis, using induction method, Delphy Fa and expert investigation method determine five elements of court class design range. Focus on the directivity of interior flow line and functional layout2. combined with the project quality management theory, the main features of architectural design stage results and the relevant provisions of national design code to degrade design cycle. Using Project software to decompose sub items which is easy to appear the deliverable quality problem, summarize the basic design method and design confirmation from review steps, learn from the successful cases, formulate a set of processes to ensure design quality.3. Do chart analysis on interior flow line and functional layout, confirm main factors which influence people’s movement behavior. According to those factors summarize design scheme to improve design quality management. Give mature plan for design scope management through WBS decomposition and functional demand division from different users.4. Based on the Beijing Dongcheng District people’s Court and the Beijing second intermediate people’s Court as actual examples, propose deliverable quality management mode in research, resolve the practical problems in the project management of court design, verify the quality management form practical, scientific and effective way.The paper is based on comparative survey research method, research method, case analysis method and general analysis method of design quality management of inductive method to establish the court building quality management. Through the functional research and analysis on the court building and correction of problems in practice,the court architectural design become a delivery operational management as a product. The paper is combined the characteristics of socialist rule of law, providing some unique demands on the function with the real design and the basis for the design of management.
