Carrying out "Project construction method "is requirements to deepen the internal reform of the construction enterprise, optimize organizational structure, perfect the managing mechanism and strengthen scientific management. With the implementation of "project construction method" process, the enterprise management system will face changes from closing management to engineering task oriented and project requirements to the axis of the open management:Facing the production-oriented static management from traditional to to meet project requirements as the center, varies with the project requirement change and senstive reaction, and has a self-regulatory funcction engaging in production operations dynamic management transformation. In municipal utilities engineering projects, the implementation of the "project method" construction, is the project management in practice in the specific application.Cost management in project management plays an important role.Project cost management mainly include project cost estimation and project cost budget, project cost control, project cost calculation and analysis and several other content. In recent years, along with to this theory of introduction and absorption, municipal engineering project management in the cost management has made some achievements, this paper tries to analysis actual case, in order to constantly found theory and practical combination insufficiency, then take measures to further improve the project cost management.By researching cost management, this articl make the possibility to use the theoretical research in municipal engineering project management practice. Then the municipal engineering projects, analyze its characteristics of municipal investigation, and actual cases, this paper use earn value method to analyze the cost control in real application, and find out the deficiency and puts forward consummating measures.The first part of this thesis introduces the project construction method of cost management related concepts and project construction method of composition, project cost method construction cost management principles, project construction method of cost management objectives and influence factors of project construction method costs. The second part through on-the-spot investigation analyses the characteristics of municipal construction, and the municipal construction cost management present situation, the existence question and so on. The third part from the project cost evaluation, project cost budget, project cost control, project cost calculation and analysis the aspects of our project cost management is analyzed theoretically. The fourth part using integrating theory with practice, the method of using earned value method to the project cost control, and continuously find each stage the defect existing in the process of take timely measures will cost control in appropriate range. The fifth part is according with our project construction method of cost management present situation, from the cost management consciousness, cost management method, cost management system has risk prevention is proposed as perfect our project cost management measures. The sixth part is the conclusion of the paper and prospect.This thesis mainly in the following two aspects of the innovative analysis:1) using earned value methods for the actual cost control, make its construction process of the cost and schedule more clearly, facilitate when problems arise managers adopting remedies, make its cost more controllable.2) according to our country’s project construction method of cost management present situation, from the cost management consciousness, cost management method, cost management system has risk prevention is proposed as perfect our project cost management measures, make the cost management is more systematic.
