With the continuous development of market economy, railway transportation faces increasingly fierce industry competition. The scientific and reasonable allocation and utilization of locomotive maintenance resources has a positive significance to improve locomotive operating efficiency, complete railway transport productivity layout and enhance economic and social benefits.Research on the optimization of locomotive maintenance resources allocation and utilization mainly involves space distribution, utilization situation and variation rule of locomotives, locomotive depots, locomotive return depots and locomotive maintenance equipment. On the basis of reference to domestic and foreign related research achievements, combined with development process of locomotive maintenance resources allocation and utilization in China, this paper proposes the optimization theory and methods of railway freight locomotive maintenance resource allocation and utilization. The main research contents are as follows.(1) Theoretical system of railway freight locomotive maintenance resource allocation and utilization. From the concept of generalized resources allocation and utilization, this paper summarizes the theoretical system of the problem, including the connotation and basis of railway freight locomotive maintenance resource allocation and utilization. Based on the analysis of affecting factors of locomotive maintenance resources allocation and utilization, this paper focuses on overall goals, adjustment idea and basic principle of optimizing locomotive maintenance resources allocation and utilization, in order to provide support conditions for follow-up study.(2) Optimization method of railway freight locomotive maintenance layout. From the perspective of main influences in setting a freight locomotive depot, this paper builds an optimization model taking the total costs of locomotive maintenance as the minimum optimized goal, considers the constraints of each maintenance node’s capacity and correspondence between demand nodes and candidate nodes in distance that can be covered by the chosen maintenance nodes under the condition that the total number of maintenance nodes location is certain. At last, this paper also designs adaptive clone selection algorithm to solve the model.(3) Integrated programming method of railway freight locomotive maintenance and utilization plan. This paper regards integration issue of locomotive maintenance and utilization as a special kind of travelling salesman problem by explaining its connotation, denotation and characteristics. Then establishes an integrated model to reach the goal of minimizing the total locomotive connecting time, and takes rigid rules into account, such as locomotive fixed attachment, maintenance cycle standard and connection relationship between train missions. In the end, this paper designs harmony search algorithm to solve the model.(4) Kunming bureau is taken as a case study of optimizing railway freight locomotive maintenance resources allocation and utilization, this thesis uses adaptive clone selection algorithm to solve the optimization model of maintenance layout and uses harmony search algorithm to solve the integrated optimization model of maintenance and utilization. Then prove the feasibility and significance of models and algorithms in practical application by using LINGO software to verify the optimality of results above.
