The writing of operating ticket for grid dispatching is an very important work to staff on duty, it is not only affect the electrical equipment and safe operation of power system, but also closely relates the safety of operations staff on the electrical equipment. Error operation can cause the power cut of all substation, even extent to all the power system, and lead to the collapse of the system in final. So writing a high-quality operating ticket has the significance for the security and stability of power system.The system of operating ticket generation is an important subject in grid dispatching field. The paper discuss today’s typical methods of operating ticket expert system’ cognition and reasoning, and compare their advantages and disadvantages, On this basis, proposes a kind of operating ticket expert system based on hierarchical structure. This thesis mainly for the following aspects of work:1. Establishing the general cognitive model of the grid, describing the essential attribute of the operating objects by using atomic operations, The operating objects include station atomic, lines atomic, station interval atomic, lines interval atomic, primary equipment atomic and secondary equipment.2. The thesis proposes the expert system based on hierarchical structure, on the base of the general cognitive model, establish high-level knowledge base(the knowledge base of grid dispatching) and low-level knowledge base(the knowledge base of general order and the knowledge base of grid equipment operation), image to describe the rules of knowledge base by the method of production. Correspond with the knowledge base, the reasoning also include high-level and low-level, dispatching tasks get the general order tasks or operating tasks by high-level reasoning, and the system generate the operation sequence by low-level reasoning. The structure of knowledge base and the methods of reasoning are clear and efficient.3. The thesis detailed design the operating ticket software system of grid dispatching, analyzing the generation process of the system, including system initialization, selecting tasks, analyzing status, single-step generation, reasoning generation, analog preview, auditing, remote communication and process management and so on.4. The thesis analyze the rules of program of "five protection" which include the operation of the primary equipment and the secondary equipment and the every step of the process of generating the operating ticket, in final, validating the system reasoning process of generating the operating ticket by a sample.The system has been put in operation in the transfer substation of FuZhou area, the result of running shows the system has good stability, intelligence and versatility.
