By the end of2012, our country highway mileage reached4.2375million kilometers, the mileage of freeway is97600kilometers, ranking second in the world after the United States. After the completion of highway, with the increase of serviced life, many roads appeared diseases and damage of different degree and forms. If these diseases and damage couldn’t get pavement maintenance timely and reasonably, it will lead to pavement performance dropping rapidly, impact vehicle ride comfort, produce more of the travel cost, even affect the safety of cars. Therefore, at the same time of construction of highways, pavement maintenance management gradually becomes the focus of the highway development work.Preventive maintenance is a new type of pavement maintenance way different from the corrective maintenance. It’s an earlier pavement maintenance job than corrective maintenance at the beginning of the pavement damage, which prevents the damage to expand, slows the decay of pavement performance, reduce pavement maintenance fee as much as possible at the same time of guaranteeing pavement performance.In this paper, the research object is ordinary highway which refers to the highway besides freeway. Aiming at the current ordinary highway maintenance management status, this paper analyzes the existing problems in pavement performance evaluation index system firstly, relying on Dalian ordinary highway maintenance engineering. An asphalt pavement performance evaluation index system which is suitable for preventive maintenance is established. Second, the existing gray clustering evaluation method is improved, the improved evaluation method is applied to the evaluation of pavement performance. Third, the case-based reasoning technology is introduced into the pavement performance prediction, and grey correlation is applied to the case retrieval, then the pavement performance trends and parameter values is predicted by using the retrieved similar cases. Finally, this paper expounds the choice of project level pavement preventive maintenance measures, analyzes the costs and benefits in the process of the implementation of preventive maintenance measures emphatically, calculates the optimal time of preventive maintenance using the method of cost-benefit. The effectiveness of the method is verified by an actual case, and the research conclusion has a certain guiding role to the actual work of highway pavement maintenance.
