Since the beginning of the21st century, the climate change posed a challenge toenvironmental construction. Urban is not only a development gathering place, but alsois the key to mitigation of carbon emissions, low-carbon urban planning theory andpractice has become one of the focus of the international community. The core problemis to change the traditional way of urban development, achieving the unification andoptimization of economic, environmental and social benefits, by means of spatial layout,low-carbon technologies and the construction of low-carbon industrial system. China iscurrently in a period of rapid urbanization, facing the dual pressures of development andtransformation, construction of urban newly developed area has became the primarilyway to deal with urban development issues, enhance urban functions andcompetitiveness, achieve the transformation of urban development and intensivedevelopment goals. With the advance of urban planning methods, urban planningmethod is also constantly updated. It is the right moment to advance the exploration ofplanning strategy of urban newly developed area in perspective of Low-Carbon.Following the technical route about “Situation background-Depth study-Proposeresult”, the article discussed the problems on two aspects of theory and practice. Firstly,the article discussed China’s rapid urbanization process, urban planning methods, theproblem of global climate change, defined the connotations of urban newly developedarea, low-carbon city, low-carbon plan. Secondly, the article summarized the theoriesand practice of low-carbon city planning and construction of new urban areas, discussedthe current problems of China’s new urban areas. Finally, the article proposed planningstrategy of new urban areas under the perspective of low-carbon, the core of theresearch results of this paper.For the feasibility and effectiveness, The Master Plan of Zaoshan had been chosen as acase, analyzed its current problems, and proposed planning strategy from the ecologicalpattern control, spatial layout, traffic planning and construction of industrial.At last, the limitations and recommendations of the study are elaborated to guidefurther research.
