The Research On The Newly Area Of Cites Planning Strategy On Compact City Theory

Compact City theory originates from European countries which calls for adopting concentrated and compact urban form to reduce the cost of city functioning and to achieve sustainable development. Under the background of rapid-urbanization, China's medium or small-scale cities have wasted too many resources through extensivly growth and make it impossible to upgrade construction level or achieve sustainable development. Newly area of the cites, which is as the comprehensive development of urban function in the certain urban scope, its plan is the most important part of development and contruction. It appears exactly meet-meantime to bring in international advanced fundamental to research the problem of plan in new urban district when in the environment that new district is on the rise.So Compact City theory and practices are important way to realize intensive development for China's medium or small-scale cities and improve china to establish a sustainable development theory. This article aims at approaching compact planning layout of medium or small-scale cities on the base of analyzing European Compact City theory and practices and combing the realities of new urban district in china. It contains three parts: the research of Compact City ideas, the research of Compact City development, strategy discussion and analysis of plan based on the compact city idea.Through the analysis of the covered content of compact city, the fundamental research part establishes the theory frame of compact city, and explicits the basic principle and the basic goal of compact city. The development research part make a system analysis of Newly area of the cites through four aspects which are the type of new district, development's characteristic and main power factor, the problem of the present stage. Finally, on the base which is to make it certain that the principle and goal of plan in new urban district, it proposes strategy of plan based on the compact city theory, and gives examples to explain it combing with the corresponding land utilization plan research of Harbin Qunli new district.
