Research On Construction E-bidding System And Its Application

Since the reform and opening up, the construction project bidding in China developes rapidly and continues to expand. Laws and regulations system is improved steadily, and administrative supervision strengthens gradually. Bidding has become the main way of the construction project contracting. However, in the field of engineering construction, especially the project bidding market, bidrigging, performance fraud and hostility complaint become common occurrence. All these behavior seriously disturbe the normal market order, violate both the legitimate rights and interests of the bidding, and lead to loss of interest of state and its people.In background of advocating information construction, the development of electronic bidding is a right way to strengthen supervision of the construction market and punish illegal behavior in bidding activities. And it also can improve the efficiency of the bidding, reduce the cost of transaction and solve the serious problems in engineering construction field. Also it is an important way to implement the long-term mechanism to prevent and punish corruptness.In this paper, in perspective of bidding supervision department and industry development, research on the system of construction project electronic bidding and its application of electronic bidding system and its bottleneck. Combined with the author’s own experience of participating in the electronic bidding system and research in many provinces of China, and propose the solutions. The main content is as below:First of all, introduces the research background, current situation and problems; Secondly, introduce current research and experience of domestic and abroad, along with inspiration from the experience; Thirdly, describes design discipline, technology framework, practice model and system structure in the system construction of electronic bidding; Then, special research for the application of electronic bidding, and put forward suggestions. Furthermore, discusses three problems, the impact of electronic bidding for the main parties in the market, the role of government conduct in the process of electronic bidding, and the construction of supervision system for electronic bidding whole process. At last, special research on electronic bidding system in Hangzhou, point out its system structure, operation process, supervision system, practice and effects.
