Research On Risk Management Of The HN Western Roundabout Railway XHZQ-6 Project

With the process of urbanization is accelerating, Roads, railways and other public transportation construction projects are starting building. These projects often require huge investment. At the same time, in the project from design, construction to completion and acceptance, there are many uncertainty factors affecting the smooth realization of the goal of the project. Therefore, the project risk management has been the key issues of construction enterprises.This paper is based on the theory of risk management, by using the HN Western Roundabout Railway XHZQ-6 Project as a case, through field investigation and a large number of data collection, using Delphi method to identify the main risk faced by the project,including political risk, economic risk, social risk, management risk, technology risk and environment risk, etc. Through the establishment of project risk evaluation system, using survey and expert scoring method and fuzzy comprehensive evaluation method to qualitative and quantitative analysis the HN Western Roundabout Railway XHZQ-6 Project risks. The result is that the project’s risk level is in the middle, although the project’s risk level is acceptable, managers still should pay attention to the risks, especially the technology risk and management risk.After assess and analysis the HN Western Roundabout Railway XHZQ-6 Project ’risk,five coping strategies have been proposed, including risk avoidance, risk loss control, risk diversification, risk retention and separation, risk transfer. Meanwhile, in order to ensure and supervise the smooth progress of the project, according to the project risk response plans and changes of the project construction progress is put forward specific risk control strategies,including establishing risk management office, doing the project research before the formal construction project and after project completion, summarized the content of risk management and finishing, etc..This paper has two innovations. Firstly, by using the HN Western Roundabout Railway XHZQ-6 Project as the research object provides a new model in the railway construction project risk management aspect. Secondly, in the evaluation of project risks using survey and expert scoring method and fuzzy comprehensive evaluation method for construction of the project in the early stage and ongoing risk evaluation, in favor of a more comprehensive selection of potential project risks coping strategies.
