Risk management is one of the comprehensive strong management method of project management, is the method includes risk identification, risk analysis and risk control for uncertain problem solving process.risk management is important part of the engineering project management.Recently, new requirements were put forward from the nation in the development of the energy industry and the optimization of the structure of the energy industry. Power supply building undertakes the dual capacity of urban infrastructure construction and energy supply, whose saving and environmental protection is more important.Ogeneration projects have the two function of electric power generation and heat supply whose successful implementation will impact on the overall urban energy supply and optimization of industrial structure directly, therefore its risk assessment and risk control should be paid more attention. With the combination of the requirements of the projects risk and the actual situation of cogeneration construction projects, the paper build energy efficiency evaluation index system and design evaluation model to evaluate the energy efficiency of cogeneration construction projects which have a certain theoretical and practical significance.The paper first discuss the cogeneration construction project risk assessment theory, and built cogeneration project risk assessment according to the principle of the project risk assessment system. The paper carefully analyzes the risks of Kashi 350MW cogeneration project from perspectives of market risk, technology risk, engineering risk, capital risk, policy risk and outside cooperation risk. With reference to the characteristics of risk assessment indicators, the paper uses fuzzy-grey comprehensive evaluation methods to build a cogeneration construction project risk assessment model which apply to the risk evaluation of Kashi 350MW cogeneration project. The calculation results showed that the established system of evaluation indicators system and evaluation method is feasible and can solve the problem of cogeneration construction project risk assessment and hope to provide a guiding role for Chinese thermal power-generation construction project risk assessment.
