With the development of economy and the acceleration of modernization, the global industrial project construction develops towards the systematic, scientific direction of management. China’s industrial construction is also facing the development of international standards. The electric power industry, as a pillar industry of China’s national economy, reflects the development level of our country economy. Power plant, which is built in the form of heat and power cogeneration, is internationally recognized as energy-saving type of industry, whose smooth construction not only caters to the development of the international power industry standards, but also to the project location of the industrial construction and industrial structure adjustment. It has played a certain role in the optimization. Our country also pays more and more attention to the development of thermal power project. So thermal power project managers should strengthen the identification, control and prevention of cogeneration project, so as to improve the profits of thermal power projects effectively and reduce the risk of damage.In this thesis, first of all, the relevant theories of risk assessment are discussed, and then the research results and development trends of domestic and foreign related projects are summarized, what’s more, the risk factors existed in the heat and power cogeneration project and their intrinsic relationship are analyzed, in addition, the risk assessment index system A of cogeneration project are constructed according to the construction principle of project risk evaluation index system, and then, based on the characteristics of risk evaluation index, the quantitative indicators are processed. The risk model of cogeneration project is built by using fuzzy analytic hierarchy process, which is difficult to be used in fuzzy processing, and the project risk is evaluated by extension evaluation model, finally, the risk assessment model is established for the risk assessment of MR cogeneration project, and the corresponding countermeasures are proposed.The final results show that risk evaluation of MR cogeneration project can be solved, the project risk evaluation index system and evaluation method are in accordance with the actual operation. We hope that this study can play a certain reference role in the risk management of other cogeneration projects in China.
