UHV power transmission andtransformation test engineeringis the beginning of the construction of the uhv project in China, The engineeringstarted insubstation 1 in A Province, Approach within the territory of B province, terminate at substation 3 in C province.The length oftransmission and transformation line is about 653.8 km. Due to the particularity of distinctive and initiativeof the engineering, it will face with many difficulties and challenges inevitably in the process of construction.in the future, Largescale construction of uhv power transmission and transformation engineering is the highlight of the grid. Analysising and studyingconstruction management work of uhv power transmission andtransformation test engineering,then promoting to large scale construction is of great significance.This paper is based on the construction of first uhv power transmission and transformation engineering, choosing theconstruction managementof the engineering as the research object. First, the paper analyses construction management status of the engineering, expounding achievements and advantages, then do empirical research on the management resource,political work and construction management content of the engineering. Second, the paper points out theinsufficiency of management resources, ineffectiveness of political work, lacking of risk management separately. Analysisingthe factors of the problem above, including broad scope of management, the liability of owner and supervision is overlapping, initiativeness of UHV power engineering and the responsibilities of subordinate companiesare not clear.The paper introduces the WBS to break down management task, then puts forward the management resource reconfiguration underlarge scale construction circumstance, adjusting the specific scheme of management. Namely the headquarter take charge ofdecision-making and overall control, the subordinate companiestake liability to construction management in each province, relative institutions providing business support and technical service. It Improves the management efficiency.To solve the problem on political work, the paper proposes the concept of ShuDiHua and key control links. Takeing advantages of the relationship of subordinate companies in each province, and keeping the flexibility of the construction contractors. In view of construction management content, it lack of risk management, to solve the problem, building uhv power transmission and transformation engineering risk management are proposed.Introducing WBS and RBS risk identification,it is applicable to identify the risk of each stage in an all-round way, it is also conducive to analysis, assess and response.the manager can choose a variety of methods toconduct anti-risk measures according to specific engineering, in order to reduce the possibility of occurrence and reduce the loss. Finally, this paper explores the trend of uhv power transmission and transformation engineering.This paper puts eyes on the uhv engineering construction management, analysisingof the problems existing in the construction of uhv power transmission andtransformation test engineering, considering the trend of largescale construction, putting forward the applicable methods to solve the problem of large-scale construction. Forming unique management system of uhv engineering, a series of achievements of research are achieved. The paper provides reference and guidance for large scale construction of uhv engineering.
