Distribution network is an important part of the power system. Improving the distribution network planning technique level can effectively guide the construction and reconstruction of medium voltage distribution network, and improve the reliability of power supply. The traditional target mainly considers the minimum annual cost of the network, but the latest research direction considers economic,reliability and environment index in the meantime. Simultaneously, the distributed generation for its many advantages has become a trend in the energy field in recent years, which will be sure to bring new challenge to distribution network planning. So it is possible to deeply research the problem of how to establish the proper optimization model and how to accept distributed generation in distribution network planning and consideration of economy, reliability and environmental protection in the theory and practice.By analyzing the load characteristics of distributed power output and timing, noting that the impact load electricity and distributed power output of the main factors are the different industries and seasonal and climatic differences, come to the four sectors(industrial, commercial, agricultural and municipal life) and two types of load distributed power(photovoltaic and wind power) of the output timing characteristics. Then the whole year into spring, summer, autumn and winter four seasons, and plan for the twenty four hours of one days fine, it can be used for distribution network planning model.From the perspective of the life cycle of distribution network planning project, the life cycle cost component and calculation methods for the electrical distribution networks planning project are proposed, meanwhile consider the power balance of the distribution network and other constraints, and combined with integrated measures of risk and effectiveness evaluation to meet the combination of its economic,risk benefits and environmental protection, so as to establish the risk effectiveness cost model of the distribution network structure planning with distributed generation, using particle swarm optimization based on classification and correlate to solve the mathematical model, then we will get the optimal planning that coordinate the reliability, economy and environmental protection. Through the analysis of an example, the model proposed by this paper is verified to be correct and feasible.
