Research On Outage Management Of Power Customers In A Middle And Low Voltage Reliability System

As one of the main parts of power supply reliability, the management of outage time for customer is an importance benchmark to evaluate the capacity and quality of continuous power supply for power-supply enterprises, which is also the comprehensive embodiment of the power network constructions, operation quality and management level. For power-supply enterprises, researching on the outage management of power customers and using advanced information technologies to build a proper and applicable management system for outage time management is of great importance to improve the reliability and ability of power supply, as well as the serice level of cumsters. They can greatly and effectively save the costs of productions and operations, and plan the constructions of power network more reasonably and improve the competitive ability of power-supply enterprises.According to the above conditions, this paper firstly analyzes the research contents of power-supply reliability of distribution network and outage time management of customers, development backgrounds, processes and current situitations of domestice and foreign outage time manage and then point out their development trends. After that, this paper also analyzes the existing problems and calculation calibers of current outage time statistics and proposes the main requirements of outage time management system according to the actual siutiations of Guanzhou Power Supply. Furthermore, this paper also proposes a building of a moderately advanced, reliable and practical, easy to maintain and upgrade the new outage time management system.In general, the main work of this paper includes:(1) analyzing the existing problems and calculation calibers of current outage time statistics, researching on the index calculation systems of outage time of custmers, and presenting the detailed calculation formulas and classification system of each index based on the work about the reliability of power supply of distribution network.(2) analyzing the general requirements of outage time management system of customers and presenting the descriptions about the corresponding functional requirements with the help use case diagrams. The relations between these functions are also pointed out and the index calculation function and customer outage time statistics are discussed in details. After that, the relations between outage time management systems and other sub-systems in battalion distribution system are demonstrated.(3) presenting the system designs and implementations with the respects of software engineerings based on the above work on requirement analysis, which includes database tables, object models, index model for customer outage time, organization index model, reliability index calculation, customer outage time statistics.Finally, we use black-box testing methods to test the functions of systems in details and prove that this system actually meets the needs of requirement analysis. Furthermore, the long-time use of Guangzhou Bureau also proved that the system has good value and promotional value.
