With the Reform and Opening-up, China’s macro economy development is rapid. Whether industrial or residential electricity demanding or the quality of the power supply is growing rapidly, that requires our country having high-speed development in its grid scale and the rationality of planning, in order to adapt to the needs of the society. Power transmission project construction is an important aspect of power grid construction, with large construction investment, long construction period, high technical requirements, and high risk. At the same time, its completion will produce effects on the development of the national economy and people’s life. Based on the above reality, carries on the appraisal to the construction of power transmission project is very necessary. At present, the domestic has a lot of power transmission project evaluation research, but mainly concentrated in the pre-evaluation and post evaluation, there being few researches on the dynamic evaluation of power transmission project based on life cycle. This paper is the study of dynamic comprehensive evaluation of power transmission based on life cycle, contributing to the various process evaluations at important points in project construction, and provide reliable basis for construction management of power transmission project.This paper first introduces the domestic and foreign research on the comprehensive evaluation of the project and the various existing methods. Then it introduces the related theory of comprehensive evaluation of the full life cycle, presenting the importance and necessity of the dynamic evaluation on the whole life cycle of power transmission project. Finally, it introduced respectively the index system and the evaluation methods from three phases of power transmission project’s life cycle, and being analyzed with an example. On the method of the pre-evaluation of transmission project is choosing autonomous decision-making comprehensive evaluation method based on the level method. The characteristics of this method is repeatable evaluation, and can easily real-time evaluation in the project of process, and can change the index weight making it more reasonable. The post evaluation chooses the improved principal component analysis method based on the entropy method and the inertial optimization.
