| The 13 th five year plan for power development still takes the protection of people’s livelihood as the goal and main task of power development.As a basic energy,electric power is an important part of the power system.It ensures the daily power consumption of people’s living areas,promotes the development of economic construction,and makes great contributions to social stability and progress.Nowadays,there are still many areas in China that do not match the regional planning and development with the power construction.It is urgent to alleviate the power shortage in various regions.Therefore,ensuring the good and orderly development of power transmission and transformation projects should be the top priority of power related enterprises.Compared with other engineering projects,power transmission and transformation projects have greater risks,and have complex characteristics such as large investment scale,high quality standards,unstable construction period and complex process technology Now,in the initial stage of risk management of domestic power transmission and transformation projects,the construction of the project can reflect all kinds of potential risks,making safety accidents occur frequently.The reason is that the application of risk management in China is not mature at this stage.The lack of risk management concept and risk awareness also leads to the effect of project risk management not reaching the expectation,which is easy to lead to significant economic and personal losses.Therefore,we must deeply explore and study the risk management of power transmission and transformation project,master the work content and application value of each process(risk identification,risk evaluation,risk response and risk monitoring),and ensure the safe,economic and stable implementation of the project.In the power system,10kv-220 kv voltage is collectively referred to as high voltage.Among them,220 kV power transmission and transformation project is the main force of power grid construction in recent years,with large quantity and wide distribution.Therefore,this paper selects the Qidu substation 220 kV power transmission and transformation as an example,which has representative significance.Using the method of literature collection,this paper systematically analyzes the relevant theories and application prospects of risk management at home and abroad as the theoretical basis of the following research.Then,the project risk management theory and method are used to scientifically identify the main risks that may be faced in the whole life cycle of the project(pre development stage,construction implementation stage and production operation stage),and the expert scoring method is used to establish a list of risk factors.The analytic hierarchy process and fuzzy comprehensive evaluation method are selected to construct the risk evaluation model of Qidu substation project,and it is concluded that the overall risk level of the project is general risk.Finally,referring to the conclusions of risk assessment of Qidu substation project,this paper puts forward risk response ideas and specific measures.Based on the engineering case,this paper makes an in-depth analysis of the power transmission and transformation project,and puts forward scientific and effective management measures,hoping to help improve the risk awareness and management system level of the power industry and enhance the anti risk ability of power system projects in the future... |
