As an important carrier of the electric power transmission, the grid plays a role in contacting power generation and power utilization. In recent years, with the constant advance of electric power development process in our country, the grid has developed and expanded rapidly. At present, our country has formed transmission network with ultra-high pressure as the central network frame, the scope of grid coverage and transmission capacity has been significantly improved, which basically meets the needs of the national economy and social development, and effectively supports the economic development. However, even though the continuous expansion of size in transmission investment projects brought us several achievements and experiences, there existed deficiencies in site selection, project design, operation, environment evaluation and so on. So, it is the key to guarantee the sound development of grid work and to pursue the comprehensive evaluation of the transmission investment projects that summarizing the successful experience and analyzing the reasons for failure.Firstly, this paper summarized the research status of the comprehensive evaluation in transmission projects at home and abroad, analyzed the defects and established the comprehensive evaluation direction. Based on the life-cycle cost theory, quantification theory, sustainable development theory, risk evaluation theory and opportunity cost theory, the author added the new evaluation theories such as smart transmission, green transmission and avoiding sudden disasters as the theoretical principle, and completed the index system construction of comprehensive assessment in transmission projects and detailed the meanings and calculation methods of each indexes.Secondly, considering that quantitative indicators are the key to ensure the accuracy of comprehensive evaluation in transmission projects, the paper analyzed the advantages and disadvantages of different methods to quantify, and proposed quantitative methods taking the process and result into account according to the characteristics comprehensive evaluation of transmission projects. This paper also designed detailed quantitative standard to improve the actual operability of comprehensive evaluation.Finally, combined with analytic network process and triangular fuzzy theory, this paper established a comprehensive evaluation model and carried out detailed empirical analysis depending on the actual transmission projects which made a full analysis with the actual situation and data, and verified the applicability of index system and evaluation methods, and to provide reference for the comprehensive evaluation of similar projects.
