In the past few years, China’s waterway in rivers was turning into a new period called ’Digital Waterway’. As a big progress of the development of the digital waterway, the comprehensive system of waterway monitoring largely improved the efficiency of the management of the waterway. However, for the moment, most of the comprehensive systems of waterway monitoring are based on the PC, which hardly fit the developing mobile network. For this issue, this paper purposed to take the advantage and the convenience of the mobile network, migrate the runtime environment of the system from the PC to the mobile device and also implement a system of waterway monitoring based on Android. On the other hand, the system could divide the waterway monitoring task form single monitoring center to all the working ships and workers and simplify the workflow of the waterway management which not only improves the flexibility but ensure the efficiency as well.The system designed and implemented in this paper contains an APP and its background application of service. The APP which based on digital chart of channel obtains dynamic information of buoy, water level and vessel in real-time by the mobile network or WIFI in order to monitoring the waterway timely. To sum up, this paper has done the work mainly as follows:(1). The overall architecture and the background service interface of the system has been designed which based on RESTful Web Services and used Multi-level framework.(2). The client APP was designed and implemented, including digital chart of channel display and update, the dynamic display of the vessel and the buoy, alerts of buoys drifting, water level in real-time and historical data query and plotting, and other functions.(3). This paper deeply studied the theory of automatic generation of the depth of waterways which named real-time correction algorithm of waterway depth. The algorithm based on the water level data of the nearest water station and calculates by the distance weighting. The algorithm which has highly practicability has not only a clear thinking but also an easy computing. To sum up, the algorithm has big value to popularize.The comprehensive system of waterway monitoring has been used in parts of the Yangtze River. And the feedback has shown that the comprehensive system of waterway monitoring won the praise of waterway management departments. The system would play the role of the weathervane in future development of digital waterways.
