With China’s economy and overall national strength growing of a further degree, large-scale sports events, cultural celebrations, business trade activities become more and more. In numerous events, water sports, or "the element of water" has become an indispensable part. In recent years, our country has undertaken the Qingdao Olympic sailing competition in 2008, the 2010 Shanghai world expo and the 16th Asian games in Guangzhou and the 26th Summer Universiade in Shenzhen, and a series of other large-scale international water activities, and made a great success, leaving a deep impression to the world.As the water authority of maritime traffic safety system, MSA has played an important role in the large-scale water sports security. But there is little research on the safety of large-scale water activities, and the theoretical research on risk identification, risk assessment and risk handling of large-scale water activities. When doing security work, it’s difficult to determine the risk source, the risk level, the risk impact and the risk handling strategies of each activity, resulting in many problems such as inappropriate risk handling, lack of pertinence in emergency safeguard, unclear focus of security work and unreasonable distribution of security forces. Therefore, the maritime sector must face a new subject, that is, how to strengthen safety supervision scientifically and reasonably, how to support and assist governments at all levels to carry out large-scale water sports traffic control and emergency safeguard, and how to ensure the security of an event in order to make it smooth.In this paper, the risk assessment theory is introduced to the large-scale water activity risk analysis, and the research is conducted on main risks, risk source, risk analysis and risk control of large-scale water activities.Firstly, through consulting literature material and experts, and combining with my own work experience,22 risk sources are found in large-scale water activities. Moreover,10 more influential risk sources are determined by expert’s investigation method. They are wind, visibility, the number of participants, location, occupied area of water, self-help ability, wave, staff age structure, activity duration and ecological disaster. And according to the previous research results and practical experience, these 10 risk sources can be preliminarily divided into four levels:low risk, medium risk, higher risk and high risk.Secondly, these 10 risk sources are used as indicators for the assessment of a large-scale water activity. The weights of 10 risk indicators are determined through the issuance of the questionnaire and the application of AHP method. In addition, the degree of membership of each risk index is determined by. the method of expert investigation, and the risk analysis mathematical model of large-scale water activities is constructed by using the fuzzy comprehensive evaluation method. What’s more, Based on the results of previous researches, a set of operational risk assessment processes and methods for large-scale water activities is established.Thirdly, this paper takes the case of 2014 World Cup Sailing (Qingdao) as an example and determines the risk level of the activity based on the processes and methods constructed previously.Finally, combining with the results of this research and practical experience, some suggestions are put forward about the risk level of large-scale water activities.All in all, this study provides a method to make a risk analysis of large-scale water activities and take control of the risk. It is of a certain significance and reference value for MSA to manage, control and implement emergency safeguard mechanisms of large-scale water activities in the future.
