Research On Social Justice Issues In Large-scale Water Conservancy And Hydropower Project Activities

Large-scale water conservancy and hydropower engineering activities link various groups of people within a certain geographical area into an engineering community.In this engineering community,there is usually an imbalance in the distribution of interests and risks between different groups.Some groups have major engineering interests but have undertaken less engineering risks;and some groups have assumed major engineering risks but have a small engineering interest.Therefore,there are often some social injustices in these projects,specific performance:(1)Regional injustice:people in the upper reaches of large-scale water conservancy facilities have to bear the rise in water levels and the engineering risks of geological structural changes,but they failed to obtain the corresponding engineering benefits;the downstream people can enjoy the benefits of power generation and flood control brought by large-scale water conservancy and hydropower engineering facilities.(2)Injustice within the generation : Some people or groups bear major engineering risks and hazards and have less income,and another some groups or groups have undertaken less engineering risks but have obtained major engineering benefits.(3)Intergenerational injustice:the construction of the project consumes too much contemporary resources and affects the normal needs of future generations.On the other hand,large-scale water conservancy and hydropower project activities are bound to affect the local ecological environment.It is also a big problem to be able to live in harmony with the ecological environment.Based on this,we want to find out the causes of these phenomena through the study of the above dominant problems,and through analysis,and explore ways to solve the problem,and in order to achieve the vision of social fairness and justice under large-scale water conservancy and hydropower projects.The paper is divided into six parts:The first chapter is the introduction.The first chapter is the introduction.It discusses the theoretical basis,research methods.Specific instruction the problems of social justice caused by it.The second chapter aims to introduce large-scale water and hydropower station`s characteristic and type.The third chapter aims to discuss theinfluence by large-scale water and hydropower station sissue for social justice.Firstly,it explains the concept and connotation of social justice,and from the two dimensions of institutional justice and distributive justice.Then it is illustrated with examples the performance of social justice affected by large-scale water conservancy and hydropower project activities.The next chapter analyses of the reasons for social injustice.It includes the consciousness of ethical responsibility of the activity subject is weak;the activity routine is imperfect;unreasonable allocation mechanism of benefit distribution and risk allocation;the defects in engineering technology of the decision-making and the design.The last chapter from the four dimensions to achieving social justice:enhancing the concept of activity subject;perfecting the consultative mechanism of multiple parts;constructing a equity distribution mechanism of the engineering risk and engineering benefit;achieve the technical justice.The conclusion part summarizes and explains the full text.
