Research On Maritime Control And Security In Large-Scale Water Activities

With the continuous improvement of the economic level of our country,the people’s yearning for a better life is more and more intense,the vigorous development of various sports meets this demand.In 2019,the State Council General Office released the outline for the implementation of a strong sports country to further promote the long term and healthy development of sports.China has long been a landlocked country,the rise of water sports is only gradually developed in recent decades.Because of the particularity of water sports,the participation of water safety supervision department is necessary to ensure the smooth running of water sports activities,ensure the safety of water sports activities and prevent water traffic accidents.But because of our country’s legislation and administrative system,the related laws and regulations lag behind,and then bring about the management confusion,relative restrict the rapid development of water sports.The New Public Management Theory applies the management principles and methods of private enterprises to the public management sector,relying on advanced information technology,trying to reduce the role of the government and change its omnipotent image,improving the quality of public products provided by government public departments.The Collaborative Management Theory tries to solve the three problems of isolated information island,isolated application island and isolated resource island by relying on Information Network,Business Association and on-demand response,so as to realize information synergy,business synergy and resource synergy,give full play to the combat effectiveness of enterprises or government departments.Marine supervision and protection in large-scale water activities is carried out with large-scale water activities as the research carrier and Marine Department as the research subject.In this paper,the New Public Management Theory and Collaborative Management Theory are analyzed and introduced into maritime administration.Through examples,this paper analyzes the whole process of supervision and protection of water sports in advance and afterwards in some areas of China,sums up the experience,and analyzes the insufficiency.According to the case analysis,this paper summarizes the deficiencies of maritime supervision and maritime security respectively.In order to solve these problems,the author has consulted domestic and international studies on Maritime Supervision and security,navigation management,characteristics of water sports activities,security control of large-scale activities,etc.,finally,the author finds the way to perfect the maritime supervision and guarantee of large-scale water sports in China.Finally,from the perspective of clarifying the role and orientation of the Maritime Department in the Organization of large-scale water sports activities,using modern means to carry out maritime supervision,perfecting the guarantee model in full coordination with local governments,and strengthening the law enforcement level of maritime law enforcement personnel,the suggestions on maritime supervision and protection in large-scale water sports activities are expounded in detail.
