With the rapid development of economy, accelerating urbanization, cities appearance change quickly, but the ignorance of city drainage problem in the process of urbanization is more and more become an important hidden danger. Especially nearly 5 to 10 years, most of the metropolis suffered flooding in our country. Modern cites at that moment show their true colors. "Go to city to see the sea" has become hot words and seriously affected the normal order of the city and citizens’personal property and safety. How to promote the urban drainage ability and to ensure the safety of city is become a key issue.Based on urban drainage as the research object, and in 2014 the state council issued regulations on the urban drainage and sewage treatment and under the background of higher requirements to urban drainage, through the three parts of policy、 management and technology, analyze the cause of the three aspects:such as drainage design standard is not high、the concept of "give priority to drainage" deviation urban development and land utilization level do not keep the pace with systemic drainage planning and construction the lack of drainage facilities maintenance management, and the insufficient application of new technology and so on. Through the mature experience and technology of domestic and foreign countries, using research methods such as mathematical statistics and the model calculation to put forward from three aspects of the policy、management and technology of the urban drainage, not only how to establish "storage, retention, permeation, drainage"drainage concept and implement the ministry’s "sponge city" concept, but also to improve the drainage technique and method and build drainage system to alleviate the urban waterlogging.At last, drainage in Hangzhou city for instance, through the historical data statistics to assess the risk of the waterlogging, using mathematical model of the LID (Low Iimpact Development) technique, applying new technology and new process to prove the policy, management and technology three aspects, finally passed the test of practice and preliminary promoted urban waterlog drainage ability.
