With the "Scientific Outlook on Development" being comprehensive practiced and in-depth implementation through our country enterprises, people-oriented, overall planning, and comprehensive coordination has become the new essential for the development of our country enterprises.Strengthen the management to enhance, optimize the allocation of resources, focus on the efficiency of resource allocation, and social effect and environmental costs, has become the enterprises’s development priorities.The power industry as our country national economy foundational pillar industry, which now plays the core position for our country to guarantee the smooth development of economic health, promote the economic strategic transformation, should improves the efficiency of resource use and the environmental protection level, transformation, to reduce energy consumption and energy intensity, and finally realized the optimization of energy structure of our country.State Grid in 2009 proposed a "strong smart grid" development strategy, divided into three phases to promote the "smart grid" construction. "Strong smart grid" strategy of the overall construction investment will exceed tens of trillions, will promote "smart grid" related industries rapid rise, will also assume the stability of China’s national economy an important guarantee for the healthy. However, the construction of project of area of smart grid faces many challenges:the existence of the contradiction between supply and demand of regional electricity phenomenon; smart grid project is expensive, long construction period, high technical requirements; grid project may have some influence on surrounding environment. Therefore, how to scientific, rational evaluation of construction project sustainability of regional smart grid is becoming the focus of concern and research of power grid enterprises.The research work of this paper is on this background. Firstly, this paper analyzes and expounds the connotation of sustainable development theory, system theory and method of comprehensive evaluation of the project. Secondly, select indexes from three aspects of social responsibility, economic contribution,benefit value, constructs the evaluation index system of construction project sustainability of regional smart grid. Thirdly, through the introduction of comprehensive evaluation method, linear weighting method and the principal components analysis method and based on DEA model, design a comprehensive evaluation of construction project sustainability of regional smart grid model. Finally, combining with the regional power grid enterprise 5 smart grid construction of new practical items of data, the empirical research on the sustainability assessment of construction project area of smart grid.
