Intelligent power grid is the trend of the power grid, one of the core links of which is undoubtedly the smart substation. Communication network is the nerve center of smart substation, and all kinds of communication messages which are transmitted on the process layer are likely to lead the generation of network storm. Therefore, how to eliminate the impact of the network storm on the functions of the process layer is an important issue to the smart substation.Firstly, we discuss the communication system of smart substation based on IEC61850 and the real-time requirements of communication messages in this paper, analyze the types and characteristics of the communication messages in the process layer network, and deeply analyze the risk which exists in the communication network of the process layer. Then on the basis of which dicussed above, the monitoring and suppression programs of network storm on the process layer are designed, including performance requirements, flow charts, suppression methods, hardware and software design. Finally, the test system with the help of the intelligent terminal is built for the actual test of the programs, the test includes five aspects:the trip and closing reliability of the intelligent terminal, the trip and closing time, the input loop time, the correctness of GOOSE messages which are transmitted by the intelligent terminal and SOE accuracy. The results show that:the monitoring and suppression programs of network storm provided in the paper can effectively monitor and suppress various types of storms of the process layer and meet the performance targets of smart substation equipments, so as to enhance the level of reliable operation of the smart substation.
