As the carrier of power transformation in smart grid, smart substation plays a vital role in ensuring the normal operation of smart grid, and it will become an inexorable trend in future substation development. As an international standard of communication network and system in substation, IEC 61850 standard provides theoretical foundation to implement interoperability between different Intelligent Electronic Devices(IED) from different manufacturers. SV and GOOSE message are two important kinds of message in smart substation, and the real time transmission of them has great influence on the safe operation of smart substation. This paper constructs the information model of the device which can detect and simulate generation of the SV and GOOSE message in smart substation and determins its information exchange mechanism. Then, the device for simulated generation and detection of SV and GOOSE message is designed. At last, this paper researches the influence factors of the end to end transmission time of smart substation message.Firstly, to test the consistency and interoperability of the Intelligent Electronic Devices and their communication system, the device for simulated generation and detection of SV and GOOSE message is designed. This paper researches the modeling approach, abstract communication service interface and specific communication service mapping stipulated in IEC 61850 standards. The model for logic node, logic device and service of the SV and GOOSE message simulated generation and detection device is established. Then, the mapping process of the service connected with SV and GOOSE message to the ethernet data link layer is analyzed. The method for mapping the device function to the message Application Protocol Data Unit(APDU) is determined, and the information exchange mechanism is determined.Secondly, this paper analyzes the component of message transmission time delay in different conditions and conclude its universal calculation method.By taking two bays in a real 220 k V smart substation as the research object, this paper builds the network model on OPNET, and analyzes the factors influenced on the end to end transmission time in a signal bay, which contains the length of message, the sending frequency of message, the link communication rate and the nodes.Thirdly, after determining the functions of the SV and GOOSE message simulated generation and detection device, the system scheme of this device is designed. Through choosing STM32F407ZGT6 as microprocessor and DM9000 AEP as Ethernet controller, this paper designs the hardware circuit and tests the designed hardware platform.In the end, according to the established information model and information exchange mechanism, the software program was written in MDK5, which contains SV and GOOSE network communication program. Futhermore, the conformance testing of SV and GOOSE message is carried out through the Wire Shark, which is the dedicated packet capture software for IEC 61850 message.
