Disaster weather occurs frequently in recent years, it serious threats the navigation safety, increasingly attracts people’s attention. Small landing craft are an important force in China’s coastal defense; it is very sensitive to serious weather. It is necessary to obtain precise and accurate meteorological service.According to basic conditions of small landing craft, the paper firstly introduces the impact of big waves on navigation safety and speed loss.Then based on the theory of FSA and risk analysis, the Risk Assessment System of small landing craft under rough seas has been established, it contains the elements, architecture of the system, and the main tasks of risk assessment is contained. Using the theory and method of risk analysis, the risk degrees for small landing craft under rough seas has been established, and standards of different risk degrees have been got by means of experts’questionnaire. Finally a risk evaluation model of small landing craft under rough seas has been presented. Relying on marine meteorological fine platform in Tianjin Meteorological Bureau, combined with risk evaluation model of small landing craft, a design plan of risk evaluation system under rough seas for navigating small landing craft has been presented. Examples summarize the functions of the system and prove the effective guidance in the practical application.The system can give the prospective risk level in the navigation area of small landing craft dynamically, intuitively and effectively. This system can be used for commanders and drivers as an effective product of assistant decision making on meteorological security. It plays an important role in reducing accidents and guaranteeing the navigation safety under rough seas.
