Study On Risk Evaluation Of Navigation Safety And Maritime Administration Of Tangshan Port Offshore Wind Farms

Offshore wind energy is a source of clean energy has been paid much attention in recent ten years,which has abundant wind resources,high power utilization hours,no occupy a land,small effects on the ecological environment,no consume water and suitable for large-scale development features.As the offshore wind farms are mostly located offshore,those have caused a certain amount of influence on the ships safe navigation,ship safety administration and fishing.To get a better assessment of offshore wind farms on navigation safety and regulatory impact,this article based on the Tangshan port offshore wind farms,research risk assessment methods and maritime control countermeasures.The main results as follows:(1)The features and marine regulatory status of the offshore wind farms have been analyzed.And using the Delphi method to establish a port risk assessment index system of navigation safety in the offshore wind farm area.(2)Using hierarchy analysis process determined the indicators(factors)weights,and using multi-level fuzzy comprehensive judge method assessed the risk of navigation safety in the offshore wind farm area.It reached the risk is between common to high,and the order of importance effect risk factors.(3)According to risk assessment results of navigation safety in Tangshan port offshore wind farms,wading project navigation safety of offshore wind farm,and the current situation of marine administration,the marine safety navigation recommendations have been offered to pre-construction,construction period and operated during three different phases.(4)For the Tangshan MSA responsible for supervision and administration of traffic safety in the area and underwater activities,the seven principles need to be adhered proposed for maritime navigation safety supervision of offshore wind farm.The research results can provide some extent maritime administration reference for ship safety supervision in Tangshan port offshore wind farms nearby waters.
