Along with the extensive development of global marine resources and marine equipment manufacturing rapidly changing industry structure, the Chinese marine equipment manufacturing flow line, gradually emerged a number of rapid development andincreasingly powerful offshore companies. And then,the urgent need of deep sea resources exploration and development,as well as the breakthrough in the development of marine equipment technology,stimulate market demand even larger offshore drilling platforms and other large marine equipment industry, and also brought upgrading needs of marine wharf.The berth reconstructionis bound to increase the risk of navigation, and the risk of navigable waters increasing at the harbor and nearby. In order to provide safety measures for maritime safety, so it is verynecessary to research navigation safety in harbor basin No.3 which will be reconstructed.This paper introducesthe port status of the 3# berth ofHaiyang Yantai Port, analyzes the wharf function、the hydrological and meteorological and other natural environments, as well as the harbor basin, the fairway, the anchorages, and other navigation infrastructure situations.Then according to ensure the navigation safety, the paper studys the feasibility ofwharf renovation, accounting the basin width, wharf apron height, berth length, mooringand whirling waters harbor basin, and so on, analyzes the conformity of the engineering and related planning and adjacent.Finally,combining expert guidance and questionnaires,takes advantage ofAHPto do a comprehensive analysis of the navigation environment,and proposes mitigation measures to control the risk according to the analysis result.The study of this paper not only for the development of the project to provide safety measures for maritime safety and for full supervision provide a scientific basis, but also to protect and promote the sustainable development of navigable waters.
