The Comprehensive Evaluation Of Maritime Search And Rescue Exercises

Maritime search and rescue(SAR)is the last defense of life,property and environment safety at sea.The maritime search and rescue exercise is the most effective and realistic training way to enhance the emergency capability of maritime search and rescue team.Besides,it can also inspect and improve the preparation,refine the organization and raise the awareness and education of the public.The maritime SAR centers of all ranks in our country hold exercises of various kinds and types every year,however,the results are barely satisfactory.And among all the elements that might influence it,the most important one should be the lack of a complete set of scientific evolution system of maritime SAR exercises.Nowadays,table-marking method is most frequently used by the organizers;however,this method only focuses on the evaluation of projects and SAR indicators at the implementation stage,with the features of simple ness,subjectivity and vagueness of the weight differences among indicators.As a result,it is impossible to evaluate the SAR exercise effectively from preparation to conclusion.Due to the lack of feedback and guide of a scientific and effective.evaluation system,part of maritime SAR exercises subjectively decide what to perform,and the performance might heavily depend on the exercising scripts,following and repeating the designing scheme over and over again.Moreover,the summary of the exercise is not only vacuous but also formalistic,so the maritime exercises of this kind cannot even help with SAR abilities of the attending teams,let alone checking and correcting the exercising scripts and thus guiding the performances in the future.So it can be said that the lack of a scientific and reasonable evaluation method of maritime search and rescue exercises constrains the development of China's maritime SAR exercises and even the level of SAR teams.This thesis,based on the research of maritime SAR exercises,the news reports in China and abroad,as well as a large amount of literature,basically has the following achievements:Firstly,the characteristics,development status and evaluation situation of maritime SAR exercises in China and overseas are analyzed and introduced in this article.Secondly,according to The National Emergency Preplans for Maritime Search and Rescue,this article will present the division of the maritime search and rescue exercises:preparation,implementation and follow-up;and also the key factors which have the important effect on the exercise in each stage.Thirdly,the evaluation index system of the overall effect of the maritime SAR exercises is established in this article.By using analytic hierarchy process,the weights of each index are determined,and the membership functions of each index are established by fuzzy mathematics.The quantitative evaluation of the index system is carried out and a comprehensive evaluation model of the maritime search and rescue exercise is constructed by using fuzzy comprehensive evaluation method.Finally,the feasibility of this model was tested by a case study of a maritime SAR exercise,and the evaluation results were analyzed.It is hoped that this thesis will improve the evaluation methods of maritime search and rescue exercises,the effect of maritime SAR exercises as well as the level of China's maritime SAR.
