The Study Of Urban Green Technology Innovation System

With the rapid growth of Chinese economy, the problems of resource shortage, ecological destruction and environmental pollution are increasingly serious. Urban as the region which economy is developed and concentrate, all kinds of City Disease comes one after another. Jinan is also facing the problem of air and water pollution, water shortage, traffic congestion. Hence, it is a pressing problem to ensure urban healthy development. Under this background, this paper studies urban green technology innovation system, and puts forward the the concept, the characteristics, and the evaluation system of urban green technology innovation system, and takes JINAN as an example to make empirical analysis. So it can provide some recommendations to the city development and policies of JINAN in the next step. It includes:First, this paper reviews the research of urban green technology innovation system at home and abroad according to the division of urban cycle technology innovation system, urban low carbon technology innovation system, urban green technology innovation system. According to the review, the author points that the current research focuses on the innovation of cycle technology, low carbon technology and green technology, and it lacks the combination of green technology innovation and city. Hence, it needs further research of the formation, supporting technology, policy supporting, operating mechanism, evaluation system and regional cases. As space is limited, the author mainly studies the evaluation system of the urban green technology innovation system. This paper puts forward the theoretical basis of urban green technology innovation system. That is the theory of regional innovation system, sustainable development theory, ecological economic theory, recycling economy theory, green economy theory, low carbon economic theory.Second, this paper puts forward the concept, the characteristics of urban green technology innovation system and the distinction from the urban traditional technology innovation system. According to the scientific, feasible, comparable, independent, systematic and hierarchical principle, referencing related the evaluation system, the author establishes the evaluation system of urban green technology innovation system. The system includes target layer, rule layer, index layer. The number of index in index layer is 14.Third, this paper analyzes the status of the green technology innovation system of JINAN (including six districts, three counties, a city) using Analytic Hierarchy Process and evaluation system. The author draws the conclusion that the regional difference of comprehensive evaluation value in the system is small, but the regional difference of economic development, ecological, and social supportive level is large, and regional internal imbalance development exists. Based on the conclusion, the author put forward corresponding optimizing countermeasures from system support, systematic operation and propaganda.
