Research On Construction And Development Mode Of The National Park System In China

The third Plenary Session of the eighteenth through "CPC Central Committee on the comprehensive reform of certain major issue decision" clearly put forward, "to speed up the ecological civilization system construction", "the establishment of the National Park system". Through the analysis and summary of the report of the meeting, we clearly established the national park system, is our country to strengthen the major measures for ecological civilization construction. The National Park is not only to maintain the natural ecological system security, and relieve the contradiction between economic development and ecological protection, for the sustainable development of the future have a positive and far-reaching impact. How to reasonably establish conforms to our country national condition national park system, how to solve the contradiction between economic development and environment, and rapid positioning in the development of science, effective protection of species diversity, has become the most important research topics. This paper discusses the relationship between national parks and nature protection and the role in the construction of ecological civilization. On the existing national park status of in-depth analysis, combined with the construction experience of foreign national park, analyzes some problems existing in this national park, in order to discussed the access standards of national park,and the construction of the development model of national park. Draw the following conclusions:(1)Based on the concept and characteristics of the national parks and nature protection(including National Nature Reserve, national scenic area, national Forest Park, National Wetland Park, the National Mine Park, etc.)to analysis, draw a conclusion that all kinds of natural protection and national parks are cross location.(2)Through the construction of National Park America etc. enlightenment, obtains the management state of our national park is more dispersed, the lack of management authority; the implementation of examination and approval system had been lax, the speed of examination and approval system is too fast; to profit as the main purpose, the vulnerability of the resource can not be protected; Laws and regulations are too simple, the emergence of overlapping phenomenon, conflict appear when applicable and is not conducive to the protection of resources.(3)In this paper, on the basis of " voluntary preferred stock, incremental strict selection of the basic principles of ", Select from the natural protection in the amount of National Park and new human remains found with scarcity, scientific value, historical value of natural resource protection for the National Park, and combined with the fragility of ecological environment, taking the National Nature Reserve, National Scenic Area as an example, try to choose to building National Park, draw having new nature reserve areas will be changed to the National Park, taking into account the light of fragile areas total re-election for state parks, more vulnerable areas along the vulnerable areas along the re-election of a most National Parks, moderately vulnerable re-election is park of the National Park, vulnerable zones as far as possible not rebuilding less conversion of National Park, extremely vulnerable areas are not rebuilding National Park, also named after the nature reserve.
