In recent years,China has been devoted to the development of public transportation, leading it to a more energy-efficient mode with less pollution. The introduction of Instructions on accelerating the implement of green & low-carbon transportation and other policy documents make it more possible to complete a green & low-carbon transportation system by 2020. Transportation terminals,as an important infrastructure to promote the development of transportation,it is also vital in building a green & low-carbon recycling transportation system,which turns out to be imperative.Based on the evaluation index system of transportation terminals,the author of this paper will develop the study on transportation terminals through several main aspects in a scientific way.Through literature research and collecting the overall situation and the energy consumption status quo of China’s transportation terminals, in grasp of China’s highway energy consumption situation.Through the method of longitudinal comparison, this paper analyzed the gap on the development policy and application of green low-carbon transportation terminals between China and the United States, European Union, Japan and other countries and regions.By analyzing factors influence energy consumption on road transportation terminals, from the perspective of energy conservation and emission reduction low-carbon green recycling, focusing on the construction of road transportation terminals and operational aspects of green carbon evaluation system, the author has discomposed the index of the evaluation framework, forming an operable evaluation system.Ultimately, compared to the current popular evaluation methodology to determine the weight of evaluation index of road transportation terminals, this paper chose AHP to determine the weights of evaluation indicators, and using expert scoring method to test its objective degree. By calculating the weights to evaluate highway transportation, through feed-backs received from station technicians to verify the scientific nature and rationality of research results, showed that most of the indicators are feasible.This study shed some light on the propulsion of green low-carbon transportation terminals planning, construction and operation,etc.; providing technical support for energy conservation and emission reduction; and the promotion of a resource-saving and environment-friendly transportation industry construction.
