| In recent years, with the marked enhancement of our national economic capacity and the rapid development of the social undertakings, our nation has hosted increasingly more and more various kinds of international and domestic sports events, and the sizes of the sports events have also been constantly expanded. When sports events are held in a region or city, they must be held in relevant supporting sports stadiums. The constructions of large-scale sports stadium feature long cycles, enormous investment volume and advanced facilities, and originally it can satisfy and enrich the cultural and recreational activities, enhance the perfection of sports facilities and public cultural facilities and can mobilize the developments of the local economy, especially the sports undertaking and it is of positive significance in many aspects. However, in reality, most sports stadiums are usually constructed for the single sports events, thus resulting in slow recovery of investments, high maintenance fees and causing the late management lag behind; in many cases, these stadiums are rarely utilized after the sports events were held and even fall into a total idling state, thus being caught in an operational dilemma. After accomplishing the sports events, some sports stadiums are faced with enormous economic burdens, thus causing considerable asset waste and economic losses. From the perspective of the planning and the constructors, this Paper takes the construction of Yizhong Sports Stadium of Qingdao City, stadium for the 11 th Chinese National Games as the background as an example and analyzes the existing problems in the planning phase of Yizhong Sports Stadium of Qingdao City, as well as the measures and methods in the successive work so as to reach the goal of making the investments yield the better economic benefits in the construction phase.During the construction process of sports stadiums, the research positioning, initial planning, construction and late operational management of sports stadiums all feature special requirements, and with pertinence to how to better conduct planning and design and have mode ideal development and utilizations, it is not only necessary to seek innovations, but they also need to be scientific and practical and be endowed with a concept of realizing the planning within the specified time frame and manifest the complexity and degree of difficulties in the planning, construction and management of sports stadiums; they also need to fulfill the functions and accomplish the construction tasks and satisfy the requirements for holding the sports competitions. Meanwhile, there is also a need to explore such methods as the applications of quota design, value engineering, whole life cycle as well as standardized design during the design phase, and conduct cost control in such aspects as construction forms, structural typing, technical codes and material options. And during the process of design management, in combination with the features of the project, the corporate organizational frame and different subcontractors and suppliers, rational management modes, planners must standardize the flow of design management, organize and coordinate the various internal and external departments, and control costs by controlling the overall investments, controlling the target costs, designing quotas, standardizing design and optimizing the designs so as to maximize the better social and economic benefits and provide references to the cost controls of other similar design phases of other projects. |
