As the economy continuously develop,the global environment is worsening, especially into the 21 st century, the increasingly frequent extreme weather reveals the contradiction between development and environment. Under this background and with the deepening of urbanization in our country, the construction of ecological city and green residential development has become an important part of the new urbanization construction in our country.This paper reviewed a lot of useful information about ecological city and green building, summarizes the current achievements in theory and practice. Under this basis, combining with the present situation of our green residential, this research direction is put forward. SSTEC is an important achievement of exploration in the ecological construction by China and Singapore governments. It accumulates a wealth of experience in the development of green residential construction and have great practical significance in building a harmonious ecological society. Through analysis of the location and the ecological index system of SSTEC, this paper find out its generality of green residential evaluation index, and provides new ideas for our country to promote green residential development.Secondly, the paper emphatically analyzes implementation strategies and specific measures of green residential exploitation in three aspects of design management, construction management and cost management. That green design is the prerequisite and guarantee for green residential development, and it should consider the section, energy saving, water saving, material saving and indoor environment. Complete green design process should include the evaluation process. The green technology choice should give priority to "passive technology". Green construction is an important part of green residential development process management, according to its characteristics, specific requirements and control key points should be put forward in the source of construction, construction process and evaluation after construction. At the same time, supervision should monitor the quality before, during and after the process. Development cost control methods are proposed in the early, middle and late part of development process. And at the same time, according to the characteristics of green development, this paper put forward the green cost control key points.Finally, combining the example of author’s project, this paper detailed demonstrate the implementation strategy and specific measures of design, construction and cost management in the green development. Meanwhile, it also calculates the increase of costs that bring by those measures and analyze its causes. It is a good practice sample for those real estate developers to implement green residential development.
