Since ancient times, China is the world’s most important agricultural country, and produced a brilliant agricultural civilization. However, the gap between China and advanced countries in the world after the industrial revolution has widened, more lag agriculture became one of the most prominent feature, and a direct result of a long history of rural culture inevitably fade away.This article is based on the basic theory of regional planning and national characteristics and cultural, rural modernization researching how to retain local features in-depth study.The main contents are: how to find a balance between the modern and the traditional rural agricultural farming methods, and how to extend the production chain through the development of processing industry, how to achieve the best interests of the point between tourism development and environmental protection, and how to retain the traditional local culture under the conditions of the modernization.Study on these questions in contradiction try to seek solutions to the problem. Quantang Village, for example, after study its history and development in agriculture, industry, tourism, we begin to solve problems. Combined with the actual situation, its history and agricultural development in recent years, we acknowledge the relationship between industrial development and ecological environment, seeking to take advantage of the ecological environment, natural scenery, cultural tourism development. Study on the rural planning while retain the local characteristics.The subject innovation is to study the history of the local folklore and cultural environment as a starting point, combined with advanced theory and practical experience of regional planning at home and abroad, to create a combination of modern and traditional in line with the times while still retaining the local characteristics of rural planning tools.
