The cities are not designed for the convenience of the automobile, but for the security and civilization of the people – Lewis Mumford. As the popularization of the private cars in China and the modern ideas being accepted and practiced, the urban street system has been more and more mobile-oriented. The urban streets have become the testing field for the transport planners to practice in order to improve the speed of motor vehicle, which brings out the isolation between the urban form and the society,and the loss of the integration of the pedestrian and bicycle network. It’s become more and more difficult for people to walk in the cities, which of course brought the elimination of the urban streets as the urban public spaces, and the public properties of the urban streets.Through the history of development of the value orientation concerning pedestrian and bicycle, the priority of the pedestrian and bicycle in the whole city scale is the main developing trend, and the pedestrian and bicycle mode in the new era also consists of the comprehensive value orientation in economics, society and humanities(Chapter 2).The urban design, which especially pays attention to the quality of urban public spaces and the substantial feeling of the people living in it, should develop the urban development mode which is based on pedestrian and bicycle behaviors, especially for the citied of China, it is very necessary to develop the pedestrian and bicycle mode, for the contradiction between the population and land use, and the most of the people’s income are lower than the average. There’s also a good and firm foundation as the base for the development of the pedestrian and bicycle mode(Chapter 3). This shows the respect for the most of the pedestrians in the cities, which is also the need for developing the biological civilized and low carbon cities, also the reflection of the urban culture and features.This study build up the ideal pedestrian and bicycle mode spatial model, based on the analysis of the spatial features of the pedestrian and bicycle mode space network from the three aspects of subject, activity, morphology(Chapter 4), based on which the urban design strategies and management system is also built up in three different scales(Chapter 5), which protect the dominant position of the pedestrian and bicycle behavior.Finally, the built urban design was analyzed and evaluated.Based on the research and analysis above, the study aims to build up complete,connected, diverse and highly-qualified pedestrian and bicycle mode spaces, in order to change the present situation where the cars are in a dominant position in the developing mode, and develop better urban form. The people living in the cities would be walking or bicycling with decency and joyful, enjoying the atmosphere and life in the cities,which is also the reflection of the essential characteristics of the spiritual connotation of the cities.
