Research On Optimizing The Community Public Service Facilities In Shiyou Road Of Yuzhong District Of Chongqing Under The Background Of "development Of Urban Stock"

Social security is clearly defined as a basic system for insuring life quality and regulating social distribution in the report of the Eighteenth National Congress of the CPC. Accordingly, it demands all of social aspects to explore innovative approaches for promoting social security system. Community as the basic unit of our society and residents’ living space, is the basis of the social security system. Meanwhile, a thorough infrastructure system plays a key role in community in contenting people’s needs, advancing living quality and accelerating social harmony. Hence, it would be safe to say that, community infrastructure construction is a significant part in town and city planning researches.After the thirty years high speeds urbanization, “Incremental Construction” and “Stocking Development” are considered as both New Normals in China. For urban area, the main problem is how to revitalize the city stock as a sustainable development from optimizing the space, innovating the management methods. For instance, the old town in Shiyou street, Yuzhong district, Chongqing, is facing a big scale renewing program, however, the settling of some high-end residential community such as Zhongbu City and longhutianjie make the structure of population and space changed a lot which cause significant contradictions with current public service facilities system. This essay is mean to make some particular researches and investigations for current situation of public services facilities at Shiyou Street. After proposing some specific optimization strategies to improve, providing optimization references to other community will be allocated too.First of all, in order to screen out the theories influencing China significantly and to clarify the problems facing China, related theories and practices all over the world would be emerged in this article. Definition of Stocking Planning will be unfolded from the aspect of characteristics, main contents, basis and effective insurance system.After that, to built an optimized public service facilities system under the Stocking Planning should have the following points: Using the social equity as the primary premise and take efficiency into account in the meantime, both of them can be modulation to adapt to the status quo when carry out; The stakeholder of new system should cooperate cross each other which is cover the government, developer, resident and planner; The technical standards are the fundamental requirements for new system and the demands from residents are direct requirements; In spite of there are two respects to optimize public service facilities system which are improve techniques standards and optimize planning system, the funding support is still a important safeguard to implement.In the researches, due to the significant spatial differentiation for living space at Shiyou street, it is necessary to evaluate the public facilities configuration(elementary education facilities, health facilities, cultural and sports facilities, pension services) base on Chongqing city standards and investigate the satisfaction from residents who live in different types of space. The results of the researches can be summarized as: overall shortage, poor accessibility, lacking of fine management and single fund resource.Lastly, to mitigate the specific questions raised above, a strategy for Shiyou street that combined the related theories and researches will be emerged. There are three parts: improving the layout of public services facilities, built a community transportation system with walking and busing and enhance the management of public services facilities.Through focusing on the concrete practices and researches of community public services facilities in Shiyou street, Chongqing, a more integrated and well management public services facilities system is formed in this paper which also inspire the whole country.
