Research On The Planning Mechanism Of Urban Renewal Based On “Pluralistic Governance”

China is in the rapid development of urbanization, urban land demand increased year by year an important period. But in 18 million mu of arable land red line rigid constraints, the state approval for construction sites has become increasingly stringent. Based on this situation, urban renewal now become an important issue in urban development, urban planning is also facing the "incremental planning" to "inventory planning" transformation. Traditional update mode in the case of social background and economic situation has undergone great changes, its drawbacks increasingly prominent, there has been a conflict of interest, relocation disputes, escalating social conflicts and other problems. Although China in the 1990 s introduced the concept of public participation, pointing out that the residents should be allowed to participate in the urban development, but immature appropriate mechanisms so that the theory has failed to implement the Urban Renewal. Against this background, a new mechanism to explore the old city plan update for our public participation is particularly important.This article from the domestic problems in urban renewal, combined with foreign frontier theory, proposed a "pluralistic governance" concept. In the case of Xiamen Urban Renewal has undertaken public participation mode as the research object, through literature analysis, questionnaire survey, participant observation and other ways to update pluralistic governance body involved in a detailed analysis of the participate content and interactions, and found various governance when presenting the main features of its outstanding urban renewal in the role, and then update the status of the old city of Xiamen City public participation summarize and establish participation based on the old "pluralistic governance," the public on the basis of Town planning infrastructure update mechanism.Urban Renewal mechanism of "pluralistic governance" government interest under stressed that the interests of the government, residents, and other stakeholders on the market of the old city shared governance process through government transformation, self-force training of residents, market shift investment patterns and promote different stakeholders’ game and mutual checks and balances in the process of governance. The only way to resolve the contradiction between subjects participating maximized, and ultimately the overall interests of all. This provides a reference for promoting public participation in the formation of urban renewal mode mechanisms and promoting sustainable self-renewing old town, has some practical significance.
