Study On The Countermeasures Of Public Participation In Urban Planning From The Perspective Of Meta-governance

The Third Plenary Session of the 18th CPC Central Committee Bulletin pointed out:The general goal of comprehensively deepening the reform is to improve and develop the socialist system with Chinese characteristics,and promote the modernization of national governance systems and governance capacity.Under the background of building a new government,The competent department of urban planning of the traditional work methods and ideas will face new challenges.At present,our country formulated the implementation of city planning and management is basically in the Western model,but in terms of public participation is different.Although Public Participation in China's urban and rural planning law has been ruled,but there is no specific operational content of it.Compared with western countries,in the regulations and practice of cities,performance form,strength,efficiency of public participation are different.By contrast,The western public participation pattern is produced and developed under the special social background.,It can not directly be used to guide public participation in our country.We should find the theoretical support for our country under the new situation,to guide public participation in urban planning.In this paper,The Public Participation in the field of Urban Planning is the research object.By Introducing the theory of meta-governance into the field of public participation in urban planning,and the analysis of public participation case in city planning,to find out the achievements,problems and the reasons of public participation in our country.This Paper based on the theory of meta-governance,put forward basic ideas about public participation in city planning,and make the positioning for the public,the third party organizations,especially the government,in the implementation of the urban planning.Adjusting the working flow of urban planning implementation stage,inviting the public ahead of time to involve in urban planning,in order to achieve the goal of early and sustained participation.At the same time,redefine the government functions in the implementation phase of urban planning,and make some suggestions about how to improve the public participation in city planning.By improving the relevant system,ensure public participation in urban and rural planning in an orderly and efficient progress.
