Research On Public Participation In Urban Planning From The Perspective Of Participatory Governance

Urban planning has important public policy attributes.It involves urban development and the allocation of social public resources.It is an important means of adjusting social interests and needs to represent the interests of the broadest public.Therefore,urban planning must fully reflect the public's interests and wishes.The protection of the public interest can be fully realized.Emphasizing public participation in urban planning can take into account the interests of all parties to maximize the interests of all parties,can effectively reflect the democratization and legalization of urban planning,can transform urban planning from professional fields to political and social fields,and make planning more “flexible” ",Scientific and reasonable.At the same time,the Fourth Plenary Session of the 19 th CPC Central Committee pointed out that it is necessary to strengthen and innovate social governance,improve the social governance system of party committee leadership,government responsibility,democratic consultation,social coordination,public participation,guarantee of the rule of law,and technological support,so that the public can participate.Increasingly prominent.The relevant laws and regulations such as the Urban and Rural Planning Law have basically established the framework of public participation procedures in urban planning in China.However,with the development of urbanization,due to insufficient attention to public participation,the government's procedures for public participation in urban planning decisions only meet the basic requirements of the law,and lack of participation in implementation,and public participation awareness.The reasons for the lack of public participation,public participation rights have not played a big role in urban planning,the public interest has been neglected,and many social contradictions have arisen.Due to the irreversibility of construction,the contradictions caused by urban planning are often difficult to solve.Therefore,in order to increase the scientific and rational planning,attach importance to the public interest,and maintain social stability,it is imperative to introduce public participation and public participation..Based on the perspective of participatory governance theory,this paper selects the status quo of public participation urban planning in B city as the research object.The first part describes the status of participation in the B city from the participants,participation,participation and participation evaluation,and selects the actual case of the B city for analysis.Secondly,in view of the status quo of public participation in B city,although some efforts have been made in public participation in urban planning,and some results have been achieved,there are still four aspects: insufficient participation,insufficient participation,insufficient participation and lack of participation feedback mechanism.The existing problems,and analyze the causes of the problems from the public,government,and society.Finally,based on the theory of participatory governance,the five aspects of improving the public participation city planning mechanism of B city are improved from five aspects: perfecting the participants,extending the scope of participation,broadening the participation channels,feedbacking the participation results and evaluating the participation effects.Some suggestions for improvement.
