With the popularization of the theory of green building, the concept of green energy utilization has gradually attracted the attention of researchers. Green energy utilization is an important part of the construction of green towns. It is of great significance to analyze the characteristics of the living energy utilization and carry out the green evaluation of promoting the development process of the villages and towns.Firstly, the severe cold towns and green town were defined, and we classify the cold of rural energy system from the natural attribute, economic, clean, social, support system. In order to analyze the connotation of green evaluation system. The above work lays the theoretical foundation for the instauration of green evaluation index. We divide the cold town energy utilization patterns into three categories, heating, cook, home appliances. By analyzing energy characteristics, we get the dissipation ratio of three kinds of energy utilization mode. We statistic the ratio of clean energy and commodities energy as well as the biomass energy in village living energy utilization structure. We analysis the comprehensive cost of energy utilization by introducing the concept of economic cost and environmental cost. The deep phenomenon of such above data reflects offer a qualitative guidance to the weight distribution of green evaluation index. Provide ideas for green planning in rural energy utilization.Secondly, this paper analysis the living energy utilization factors from four aspects, including economy, environment, society as well as supporting system, we divided the green evaluation indicators into control, general, plus three class, and on the basis of the principle and the meeting of experts on the discussion of three kinds of indexes several times and improve the integration of construction of the evaluation index. The weight distribution of the final evaluation index system is carried out with the aid of the importance scale questionnaire and the entropy weight correction theory.Again, this paper aims at the classification of the three categories of sub items and the characteristics of corresponding indicators, set the control system as a preliminary step, not to participate in the evaluation of the core of the system. The establishment of the software has expanded the use of the green evaluation system, which is of great significance to the promotion of the green economy incentive mechanism and the extensive energy consumption tax system.
