With the rapid development of urbanization,the quantity and energy consumption of public buildings is increasing rapidly.As the important part of public buildings,office buildings which has the characteristics of the high quantity and high energy consumption,have become the focus of energy saving and emission reduction.Under this background,the concept of ‘low carbon environmental protection office building' is put forward.According to the specific characteristics and energy consumption of office buildings in China,this paper carries on the survey of 56 representative office buildings in cold and cold regions.The research includes 19 nongovernment office buildings and 37 government office buildings.Survey results show that research construction power consumption per unit building area is between 23.89 and 153.13 k Wh/(m2·a);the energy intensity of government office buildings concentrated in the 40~80k Wh/(m2·a),and the average value for 76.56 k Wh/(m2·a);nongovernment office building energy consumption energy intensity focused in 40~100k Wh/(m2·a),and the average value for 68.14 k Wh/(m2·a).The orthogonal test was used on 2 typical buildings which were selected from the survey to analyze the 11 factors affecting the building energy consumption.The influence degree sorting of 11 factors affecting the building energy consumption of the two buildings are different.Although the sorting of influence factors is different,the form of air conditioning system influence the two buildings most with the highest influence degree,followed by the lighting equipment and building envelope through the analysis results.The selected 5 factors of heat transfer coefficient of exterior wall and window,lighting power density,equipment power density and the form of the air conditioning system which influence the building energy consumption and pollutant discharge the most were analyzed and studied,and the use of renewable energy was investigated at the same time.This paper analyzes the main characteristics of the ‘energy saving and emission reduction' evaluation index of ‘low carbon environmental protection office building',and establishes the model of the four points and the multiple regression method.The results show that without heating consumption the government and nongovernment office building integrated power consumption median value is 69.68 and 68.07 k Wh/(m2·a);mean value 74.56 and 68.14 k Wh/(m2·a).The median value of heating energy consumption is 17.28 kgce/(m2·a),and the mean value was 14.37 kgce/(m2·a).According to the results of the survey statistics,the building energy consumption benchmark line and the "building energy consumption standard(Draft)" is basic agreement.According to the simulation results of the multiple regression model,the government office building comprehensive energy consumption of the base line model can be expressed EUI=186.38-6.89 ln X1-0.95 ln X2-2.62 ln X3-37.26 ln X4+4.57 ln X5+14.18 ln X6;government office building comprehensive energy consumption of the base line model can be expressed as EUI= 95.96-47.41 ln X1+20.68 ln X2.Four buildings typical building were scoring by the energy environmental impact assessment benchmark established in this article,scoring results showed that although scores given by using two methods is different,but the datum line of the two evaluation to a certain extent can well distinguish and identify a building office building is low carbon environmental protection office buildings,but have certain deviation for energy and environment influence evaluation.
