Energy is base of human life. At present,humans the main energy is oil and gas,as the two kinds of resources by continual exploration so all countries in the world areaware of this serious problem. Energy and national have more relation in the country’srise and fall. In a sense, the progress and development of human society depends onthe emergence of high-quality energy and the use of advanced energy technologies.China’s land area is960square kilometers, across several climatic zones, whichfor the most part in north China town all need heating in winter. At the same time,along with the global climate change in recent years, our country throughout mostparts of the summer air temperature is unusually hot, becoming increasingly prevalentin refrigeration and air conditioning, rapid increase of energy consumption in summer.But, our country old existing residential buildings do not have any energy savingmeasures, its heat preservation and heat insulation performance is poor, equipmentsystem efficiency low, lead to severe waste of heating and cooling energyconsumption. According to the measure, if you don’t take effective measures, at thecurrent trends, by2020China’s building energy consumption will be more than threetimes now; building energy consumption will reach1.09billion tons of standard coal.Building energy conservation is to carry out the basic state policy of energysaving, environmental protection, also is the current global development trend. Thisarticle through to the summery of the energy-saving reform of existing residentialbuildings in combination with heat metering and energy saving reconstruction projectin Tianjin DongJiangNanLi examples summarizes some suitable for the city innorthern China energy-saving reform of existing residential building experience andsolutions.In this paper firstly illustrates the energy-saving reform of existing residentialbuildings in our country’s background; introduces the domestic and foreign policies,laws and regulations as well as energy saving renovation of existing buildings.Involved in the present transformation of existing buildings is carries on the summaryanalysis, the main technical measures by Tianjin in the east of DongJiangNan (Tianjin)energy-saving reform of the heat metering practice case for existing residentialbuildings renovation project in Tianjin region improved can draw lessons from the experience and technology.In this paper firstly illustrates the energy-saving reform of existing residentialbuildings in our country’s background; introduces the domestic and foreign policies,laws and regulations as well as energy saving renovation of existing buildings.Involved in the present transformation of existing buildings is carries on the summaryanalysis, the main technical measures by Tianjin in the east of DongJiangNan (Tianjin)energy-saving reform of the heat metering practice case for existing residentialbuildings renovation project in Tianjin region improved can draw lessons from theexperience and technology.
